Wash State Facilitator

Job Summary

  • The State facilitator will support the Enugu Field Office in providing field technical support for the implementation of NTD activities in Rivers and Bayelsa States, and support sanitation and Hygiene implementation in these states. The facilitator shall provide technical capacity and strengthen systems for implementation of NTDs prevention activities including the implementation of mass administration of medicine (MAM) and integration of WASH with NTDs. S/he shall provide support in programme planning, implementation, monitoring and documentation of good practices for shared learning and knowledge management. The task will involve some travelling between the WASH NTD integrating states and within the LGAs of NTD implementation in these 2 states.
  • The facilitator will be managed by the third party with oversight and technical supervision of E n u g u Field Office to ensure effective implementation of all the planned activities in the concerned states.

Main Responsibilities and Tasks
The main responsibilities and key assignments for this facilitator in relation to the NTDs and WASH programme in the 2 NTD states will include the following:

  • Facilitate the integration of WASH activities into strategies implemented by the State Primary Health care / MOH team for prevention and treatment of NTDs.
  • Strengthen the capacity of States & LGA levels NTD teams including the State RUWASSA to plan and implement WASH and NTDs programme.
  • Provide technical assistance to State Ministries in charge of WASH, State Primary Health Care Board, State Ministry of Health and State Rural Water and Sanitation Agencies (RUWASSA) in the implementation and monitoring of agreed work plans with focus on ensuring quality of interventions.
  • Assist the Field Office to conduct regular supportive supervision and monitoring of WASH and NTDs interventionsin the state and end-use monitoring of WASH-related / NTD supplies.
  • Provide regular update on availability and use of state funds for the NTD activities by the state government.
  • Provide technical assistance for the planning and implementation of approaches (including CLTS) for improved sanitation uptake towards attaining community, LGA and State-wide ODF.
  • Assist the Field Office to facilitate tracking of progress and produce reports with disaggregated indicators for planned N T D / WASH interventions in terms of quantity, quality, coverage, etc. and access of disadvantaged and marginalized groups.
  • Support the 2 NTD states in maintaining a regular flow of information among stakeholders at all levels and ensure regular update of data and all information related to NTD/ODF achievement.
  • Support the states in the documentation of process, progress and best practices of the project implementation to support evidence-based advocacy and learning (produce documentaries, human interest stories, case studies, etc.)
  • Any other relevant assignment that the supervisor may give to help achieve the planned NTD results.

Deliverables

  • At least 1 ODF LGA and 100 ODF communities per state are certified/validated with direct support of the Facilitator.
  • At least two monthly project planning and review meetings are facilitated and attended by the LGA NTDs and WASH Coordinators, and the report is shared to guide priority actions on NTD eradication.
  • Capacity building for LGA level WASH institutions implemented based on assessed gaps and needs.
  • Enabling legislation and strategies for sustainable rural/peri-urban WASH services in 2 LGAs and 2 States.
  • Functional M&E system in the LGAs with consistent data updates on WASHIMs, CDS and Project templates.
  • Each State documents and shares 3 knowledge products (human interest story, case study etc) per annum.
  • Capacity building of states and LGAs officers on MAM, supply chain management, water safety planning and CLTS in 2 states.
  • Report on progress on MAM, CLTS and ODF status in all implementing states.
  • Submission of coordination meeting report between state, supporting partners and LGAs.
  • Summarized analysis of data showing what progress in attaining ODF in the targeted LGAs.

Requirements
Education Background:

  • University Degree, Higher National Diploma or its equivalent in civil/environmental engineering, water & sanitation, public health, public administration, business administration, management, development studies and any other relevant field.

Language:

  • Good communication and writing skills in English. Knowledge of the local language is an added advantage.

Work Experience:

  • At least 5 years of relevant experience in programme planning, implementation and monitoring preferably in the water and sanitation sector across multiple States in Nigeria.
  • Excellent communication skills, both written and oral.
  • Working with people and government stakeholders.
  • Good in use of computer software and data processing
  • Passion and commitment to UNICEF’s mission and core values.
  • Drive for results especially while working with local communities and structures.
