The Finance & Accounts Manager is responsible for financial stewardship, governance, and commercial support of the Innovation Park. The role ensures sound financial management, transparency, sustainability, and strategic decision support across operations, programs, infrastructure, and partnerships.

The position plays a critical role in translating the Park’s innovation and growth strategy into robust financial planning, controls, and performance insights.

Key Responsibilities:

Financial Planning & Strategy

1. Lead annual budgeting, medium-term financial planning, and rolling forecasts aligned with the Innovation Park’s strategic objectives.
2. Provide financial modelling and scenario analysis to support infrastructure expansion, new programs, partnerships, and investments.
3. Advise management on cost optimization, revenue diversification, and financial sustainability strategies.

Financial Management & Reporting

1. Oversee day-to-day accounting operations, including general ledger, accounts payable/receivable, payroll, and fixed assets.
2. Prepare timely and accurate monthly, quarterly, and annual financial reports for management, the board, and key stakeholders.
3. Ensure compliance with applicable accounting standards, financial regulations, and reporting requirements.

Revenue, Grants & Commercial Oversight

1. Manage revenue streams, including leases, service charges, program fees, sponsorships, grants, and partnerships.
2. Track grant funding, donor reporting, and compliance with funding agreements.
3. Support commercial negotiations by providing financial insights and deal analysis.

Internal Controls, Risk & Compliance

1. Design and maintain strong internal controls, financial policies, and procedures to safeguard assets and ensure accountability.
2. Coordinate audits (internal and external) and ensure timely closure of audit findings.
3. Manage tax compliance, statutory filings, and regulatory obligations.

Procurement & Cost Management

1. Oversee financial aspects of procurement, vendor management, and contract payments.
2. Monitor operational expenditures, capex projects, and infrastructure-related costs to ensure value for money.
3. Implement cost-control measures without compromising service quality or innovation outcomes.

Stakeholder & Management Support

1. Partner with the COO and program leads to provide financial insights for operational and program decisions.
2. Support board committees and management with financial dashboards and KPIs.
3. Engage with banks, auditors, regulators, donors, and development partners as required.

Qualifications & Experience

1. Bachelor’s degree in Accounting, Finance, Economics, or related discipline.
2. A professional qualification (ACA, ACCA, CIMA, CPA) is mandatory.
3. Minimum 8–12 years of relevant experience, with at least 3–5 years in a managerial finance role.
4. Experience in innovation hubs, infrastructure projects, public–private partnerships, or donor-funded environments is an advantage
5. Strong knowledge of financial reporting, tax, audit, and regulatory frameworks.

Job Summary

The Chief Operating Officer (COO) will provide strategic and operational leadership for the Innovation Park, ensuring efficient day-to-day operations, optimal utilization of infrastructure, and seamless delivery of programs that support innovation, entrepreneurship, research commercialization, and industry collaboration. The role is critical to scaling the park’s impact, sustainability, and global competitiveness.

Key Responsibilities:

Strategic & Operational Leadership

1. Translate the Innovation Park’s vision and strategy into executable operational plans and performance targets.
2. Oversee daily operations across facilities management, tenant services, programs, partnerships, and shared services.
3. Ensure operational excellence, efficiency, and compliance with governance, regulatory, and safety standards.

Infrastructure & Facilities Management

1. Manage the operation and maintenance of physical and digital infrastructure (labs, workspaces, incubation hubs, utilities, smart systems).
2. Oversee expansion, upgrades, and capital projects in collaboration with technical and project teams.
3. Ensure optimal space utilization, service quality, and cost efficiency.

Ecosystem & Program Management

1. Oversee incubation, acceleration, research, and commercialization programs.
2. Support startups, scale-ups, researchers, and corporate tenants through structured operational frameworks.
3. Ensure effective delivery of innovation programs aligned with economic and sectoral priorities.

Partnerships & Stakeholder Engagement

1. Work closely with government agencies, academia, investors, development partners, and private sector stakeholders.
2. Support the CEO in structuring and managing public-private partnerships (PPPs).
3. Drive collaboration between tenants, research institutions, and industry players.

Financial & Commercial Oversight

1. Support budgeting, financial planning, cost control, and revenue optimization initiatives.
2. Oversee operational revenue streams (leases, programs, services, events, sponsorships).
3. Ensure commercial sustainability and efficient resource allocation.

Governance, Risk & Compliance

1. Ensure adherence to corporate governance frameworks, policies, and regulatory requirements.
2. Identify and manage operational, financial, and reputational risks.
3. Establish performance monitoring systems, KPIs, and reporting dashboards.

People & Culture

1. Lead and develop multidisciplinary teams across operations, facilities, programs, and administration.
2. Foster a high-performance, innovation-driven, and service-oriented culture.
3. Implement talent development, succession planning, and performance management frameworks.

Qualifications & Experience

1. Bachelor’s degree in Engineering, Business Administration, Management, Economics, or related field; Master’s degree or MBA preferred.
2. Minimum 12–15 years’ experience in operations, infrastructure management, innovation ecosystems, technology parks, industrial parks, or complex organizations.
3. Proven experience managing large-scale operations, facilities, and multidisciplinary teams.
4. Strong understanding of innovation ecosystems, startups, R&D, commercialization, and PPP models.
