Head of Technical Services
Job description
- OBEK Group Head of Technical Services (HTS) is the leader of the group’s technical services micro enterprise. The HTS provide corporate technical authority and execution assurance across Obek Group EPC/EPCIC projects, ensuring discipline excellence, standards compliance, digital/data integrity, and project controls maturity. HTS drives both technical backbone (engineering, standards, digital, commissioning, integrity) and project services backbone (planning, cost, risk, contracts, reporting) to deliver safe, reliable, cost-efficient projects.
Key Accountabilities:
- Technical Authority (TA-1): Define and govern standards, approve deviations/waivers, conduct technical audits.
- Discipline Excellence: Lead COEs (process, mechanical, civil, E&I, subsea, power, wells, environmental).
- Digital & Data Backbone: Govern CDE, BIM, EDMS, digital completions; ensure data integrity & handover.
- Project Services Oversight: Drive planning, cost control, risk management, contracts admin, PMO consistency.
- Commissioning & Asset Integrity: Oversee completions, start-up readiness, asset integrity frameworks.
- Governance & People Development: Lead ~18 MEs, develop deputies and technical career pathways.
- Value Creation: Drive VE savings, risk mitigation, and schedule certainty via internal chargeback model.
Key Deliverables
- Obek Technical Standards Library.
- Approved stage-gate reviews (Gate 0–5).
- Technical assurance reports & audit close-outs.
- Digital engineering/BIM/CDE deliverables.
- Monthly project dashboards (cost, schedule, risk).
- Commissioning/turnover dossiers & handover packages.
- Asset Integrity/RBI/RCM frameworks and CMMS builds.
- Environmental/permit approvals with zero lapses.
- Chargeback catalog & SLA performance reporting.
Critical Competencies
- Technical Authority across oil & gas, petrochem, power, civil infra EPC/EPCIC.
- Project Controls expertise (planning, scheduling, EV, cost & risk).
- Leadership of 18+ micro-enterprises; enforce gates, coach deputies.
- Digital mindset (4D planning, Work Phase Design & Planning, CDE/BIM, EDMS, digital completions, asset data).
- Commercial acumen (chargeback, benchmarking, VE).
- Stakeholder management with clients, regulators, contractors, and the Board.
Qualification & Experience Requirements
- Education: Bachelor’s degree in Engineering (Mech, Civil, Elec, Chem); Master’s/MBA preferred
- Professional Certification: CEng, COREN, PE, PMP, PMI-SP, AACE, APM, CCP, CMRP, or API/ASME
- Experience: 20+ years in EPC/EPCIC; 10+ years in senior technical leadership
- Sector Breadth: Exposure to oil & gas, power, petrochem, infra; 3+ mega projects >$500M
- Project Controls: Proven record in planning, cost, risk, and contracts
- Digital/Innovation: Led CDE/BIM, digital completions, asset data systems
- Leadership: Led >150 FTEs across projects/countries
- Stakeholder Engagement: Success with regulators, IOCs/NOCs, financiers, EPCs
