Desk Officer – Cost Consultancy (Bluebeam Revu Specialist)
Job Purpose
- As a Desk Officer you will support the cost consultancy team by reviewing and certifying contractor payment applications, preparing interim payment certificates, and managing variation and quantitHakeoff workflows. Your deep proficiency in Bluebeam
- Revu will be key to producing accurate measurements, reconciling as-built quantities against contract BOQs, and generating data-driven variation reports.
Key Responsibilities
Invoice and Payment Certification
- Examine contractor’s interim payment applications against contract BOQ and scope.
- Validate quantities and rates, check for compliance with contract terms and pricing schedules.
- Draft and issue Interim payment Certificates (IPC) in accordance with the contract’s valuation dates.
Variations & Change Control
- Identify, quantify and value contract variations and provisional sums.
- Use Bluebeam Revu’s Compare Documents/Overlay Pages to highlight drawing changes.
- Prepare variation reports, including measured vs. contract quantities and calculated variances.
- Collaborate with project managers and the client to negotiate and agree variation sums.
Quantity Take-Off & Measurement
- Calibrate and set up drawing scales in Bluebeam Revu.
- Create and maintain custom measurement tool sets in the Tool Chest.
- Link measurements to Excel BOQs via Quantity Link, ensuring live updates of measured quantities.
- Perform detailed as-built take-offs (lengths, areas, volumes, counts) and export mark-up summaries.
Documentation & Record Keeping
- Maintain an organized register of contract drawings, revision PDFs and project mark- ups.
- Archive all measurement mark-ups, comparison reports and certified payment notices.
- Prepare and issue month-end dashboards, cash-now forecasts and commitment reports.
Collaboration & QA
- Work closely with senior cost consultants, project managers, design teams and Contractors.
- Perform peer reviews on measurement mark-ups and draft certificates to ensure accuracy.
- Contribute to continuous process improvements-standardizing Bluebeam tool sets, templates and Quality-Assurance checklists.
Qualifications & Experience
- Tertiary qualification in Quantity Surveying, Construction Management, Civil Engineering or similar.
- Minimum 2-4 years’ experience in cost consultancy or quantity surveying on medium- to large-scale projects.
- Proven experience certifying contractor invoices under major forms of contract (e.g. NEC, JCT, FIDIC).
- Advanced user of Bluebeam Revu (Standard or extreme), including:
- Document calibration & scale management
- Overlay Pages & Compare Documents
- Measurement tools & Tool Chest customization
- Quantity Link to Excel and Markups List management
- Proficient in Microsoft Office (Excel modeling, Word reporting, Outlook).

- Strong numerical and analytical skills-comfortable with large data sets.
- Excellent attention to detail and commitment to accuracy.
- Good written and verbal communication able to present valuation reports clearly.
- Time management and organizational skills-able to handle multiple invoice cycles and projects concurrently.
- Collaborative team-player with a proactive, solutions-oriented approach.
Desirable
- Experience with other estimating or ERP systems (e.g. CostX, Sage, Aconex).
- Knowledge of BIM workflows and linking 3D quantities.
- Professional membership or progress towards MRICS/ ACIArb.
